Chameleon skin - clean layout

The clean layout is a variation of the Chameleon skin - navhead layout that only shows the the navbar and toolbar for logged in users with the edit right. It gives absolute focus on content for non-editors, but it's also very reliant on pages linking to one another for proper navigation through the wiki.

This is what the Chameleon skin looks like when using the clean layout for non-edtior visitor.
